Jim is a Business Consulting Associate Director within NTT DATA's Government Consulting and Advisory (GCA) practice. GCA specializes in planning, managing and implementing mission critical government IT projects.  Jim has more than 30 years of industry experience in enterprise system governance, multi-state system implementations, design and delivery of health industry product offerings, long-term modernization planning, user centered design and design thinking, team upskilling and leadership development. He also serves as an Executive Board Member with the Technology Council of Central PA (TCCP), as well as ion the board of several additional regional nonprofit organizations.  Jim is an adjunct Senior System Designer with Penn State Dickinson Law’s Antiracist Development Institute (ADI) and a longtime adjunct instructor at HACC and he recently completed the Fall 2025 Center for AI and Digital Policy (CAIDP) Policy Clinic with distinction. He is currently supporting several workstreams for the public / private Safe AI in Medicaid Alliance (SAMA) consortium.
