Business Analyst (Agile, UX Research, and Change Management) – Health & Human Services (State Client)

We are seeking a Business Analyst to support a state Health & Human Services (HHS) client agency by partnering with program stakeholders, technical teams, and leadership to deliver high-impact, user-centered solutions. This role uses an Agile delivery framework to elicit and document user stories and acceptance criteria, translate needs into testable requirements, and support the full lifecycle from discovery through user acceptance and implementation. The Business Analyst will also lead and support user experience (UX) research (including personas and journey maps) and contribute to organizational change management (OCM) activities such as communications and training.

Key Responsibilities

  • Facilitate requirements elicitation with business owners, subject matter experts, and end users through interviews, workshops, and Agile activities (e.g., backlog refinement, sprint reviews, sprint planning).
  • Document clear, actionable user stories (including alternate scenarios and edge cases) and define acceptance criteria that are specific, measurable, and testable.
  • Partner with Product Owners, Scrum Masters, developers, QA, and business stakeholders to refine and prioritize the backlog; clarify scope, dependencies, and assumptions.
  • Develop and maintain analysis and delivery artifacts as needed (e.g., process flows, current/future state documentation, business rules, decision points, and traceability between requirements, stories, and test cases).
  • Create user test cases and test scripts aligned to user stories and acceptance criteria; support test data needs and coordinate execution with business UAT participants.
  • Support defect triage by documenting issues clearly, validating fixes, and confirming readiness for business sign-off.
  • Plan and conduct UX research activities (e.g., stakeholder/end-user interviews, surveys, usability testing), synthesizing findings into actionable recommendations.
  • Create UX artifacts such as personas, journey maps, and workflow narratives to inform design decisions and improve the end-user experience.
  • Contribute to organizational change management by drafting and executing communication plans, training approaches, and adoption support activities in collaboration with client and project leadership.
  • Develop or support training materials (e.g., job aids, quick reference guides, slide decks) and assist with planning and facilitating training sessions.
  • Provide regular status updates, risks/issues, and decisions needed to project leadership; support governance and stakeholder engagement routines.
  • Operate with a strong commitment to public-sector mission outcomes, privacy, and security expectations commonly found in HHS programs.

Required Qualifications

  • Bachelor’s degree in Business, Public Administration, Information Systems, Human-Centered Design, or a related field (or equivalent professional experience).
  • Experience as a Business Analyst (or similar) supporting technology delivery teams, preferably in public sector and/or health and human services.
  • Hands-on experience using Agile methodologies to elicit, write, and refine user stories and acceptance criteria.
  • Demonstrated experience developing test cases and supporting User Acceptance Testing (UAT) activities.
  • Experience conducting UX research and communicating insights through artifacts such as personas and journey maps.
  • Experience supporting organizational change management activities, including stakeholder communications and training support.
  • Excellent facilitation, documentation, and stakeholder management skills; ability to translate complex needs into clear, testable requirements.
  • Strong writing skills and proficiency with common documentation tools (e.g., Microsoft Office).

Preferred Qualifications

  • Experience working with state agencies and vendor/system integrator teams in regulated environments.
  • Familiarity with HHS program domains such as Medicaid, Eligibility, Child Welfare, Behavioral Health, Long-Term Services and Supports, or Early Childhood Programs.
  • Experience with Agile tooling (e.g., Jira/Azure DevOps) and maintaining backlogs, workflows, and reporting dashboards.
  • Experience writing or supporting test plans, traceability matrices, and release readiness artifacts.
  • Knowledge of accessibility and inclusive design considerations for public-facing and staff-facing applications.
  • Certification(s) such as CSM/PSM, CSPO/PSPO, IIBA (ECBA/CCBA/CBAP), or UX research/design credentials.

Work Environment

This is a client-facing role supporting a state agency. The Business Analyst should be comfortable working with a mix of program, policy, and technical stakeholders, balancing multiple priorities in a delivery environment that values clarity, collaboration, and measurable outcomes. Depending on client requirements, the role may require periodic onsite presence and/or the ability to pass applicable background checks.
